The Liverpool Care Pathway for the Dying Patient (LCP)

The Liverpool Care Pathway for the Dying Patient (LCP) is the main focus of the National LCP Office NZ. The LCP framework has a national and international reputation as a tool capable of driving up quality care for the dying and their family/whanau in the last days and hours of life, irrespective of diagnosis or care setting. The international LCP programme led by the LCP Central Team (UK) includes work across 20 countries, including NZ.

National Liverpool Care Pathway for the Dying Patient (LCP) Office - New Zealand

The National LCP Office NZ was established in November 2008 to coordinate the sustainable implementation of the LCP in NZ. The National LCP Office NZ is funded by the Ministry of Health and works in collaboration with the LCP Central Team and Marie Curie Palliative Care Institute Liverpool (MCPCIL) in the United Kingdom (UK).

The National LCP Office NZ consists of:
- National LCP Lead
- National LCP Executive Assistant
- National LCP Facilitator
- National LCP Expert Advisory Group
- Host organization (Arohanui Hospice)

Role

The role of the National LCP Office NZ is to coordinate the successful and sustainable implementation of the LCP across all care settings in NZ. Our approach is to build on the strengths of the partnerships, internal and external to the National LCP Office, while identifying and responding to changing needs and opportunities. The National LCP Office aims to make significant improvements in the quality and consistency of LCP provision in NZ, including the development of a national database to facilitate benchmarking.

Functions

The National LCP Office NZ provides:

  1. Project management support and advice in line with the 'Liverpool model'
  2. Retrospective Base Review and post-LCP implementation proforma audits
  3. NZ LCP documents and associated resources
  4. LCP document control
  5. LCP teaching resources
  6. Support information for family/whanau
  7. NZ National LCP Workshops
  8. Access to the national LCP information network and newsletter
  9. LCP 'Reflective Data Cycle' as a continuous quality improvement tool
  10. Feedback to the Ministry of Health
  11. Collaboration and consultation with, and feedback to, the LCP Central Team (UK)

National LCP Expert Advisory Group

As per the original Terms of Reference for the inaugural National LCP Office Governance Group, a review of the governance structure was completed and a decision made to move from a representative-based to an expertise-based governance structure to support the ongoing development of the NZ National LCP Office.  The National LCP Office Governance Group was subsequently disbanded on 31 May 2010 with thanks to those members who supported the first 18 months of development.  New Terms of Reference were developed and applications called for to form the National LCP Expert Advisory Group.

The purpose of the National LCP Expert Advisory Group is to provide advice on the implementation and dissemination of the LCP, and end of life care to the National LCP Office and the Ministry of Health.  The expertise-based group will provide clinical advice, strategic vision, work programme advice, identification and management of risk and any additional advice asked of it.
